## What is Portalz Cloud?
Portalz Cloud is the infrastructure API layer for the Portalz platform.
It provides persistent AI memory, LLM cost and usage tracking, service
vitality monitoring, test quality dashboards, and data retention policies.

## API
All API endpoints are under /api/cloud/ with JSON request/response.
Authentication via Bearer token or API key through Portalz Brain.
Rate limit: 500 requests per minute.

- Costs: Track LLM API costs, set budgets, configure model routing
- Vitality: Monitor service health, manage alerts, configure rules
